Almost all the Rules and/or Preferences made for the default Stream apply to all who inherit; Rules and/or Preferences in a specific Stream apply to just that Stream. Almost all? The exceptions are:
- - The value for the Preferences->Notification entry:
E-mail address for notification of pending messages

- - Preferences->Preferences which only applies to the user currently logged in, for things like "Number of entries to display per page", and so on.
The preferences are inherited like this:
subrealm:user <- subrealm:* <- realm:* <- base:*
So, to change them, under Preferences->Preferences, switch user to *.
